It seems that you can’t buy it unless you drop it when you repurchase a weapon, but I’d be happy if you could drop the weapon you have and repurchase it.
Try this in the console bind key "drop;say /bizon replace bizon by what weapon u want
or: bind KEY “drop; sm_weaponname”
